Same rules apply despite the current lockdown.
If you are essential services and are working on a Public Holiday it's time & a half for the actual hours worked on the day and 1 whole day in lieu if it would have been a normal working day anyway.
If you are in lockdown and the Public Holiday falls on a normal working day you should pay normal rates (or whatever is agreed upon during this period).
